3.11 E-GOVERNANCE

E-governance is a mechanism that puts the paper-based work to be transformed and governed by the convergent media with the utilization of ICT. E-governance can be considered as a mediator between government and citizens in providing and receiving services respectively. It includes the use of modern technologies by government to improve efficiency, service, etc.

Types of E-Governance-

• Government 2 Business (G2B)- G2B type of e-governance includes the transaction between government and Business firms. The main objective of G2B is to manage the hurdles for business, provide robust and immediate information and enable digital communication by e-business.
• Government 2 Citizen (G2C)- It is transaction between government and Citizens. The goal of G2C e-governance includes the utilization of ICT (information and communication technology) based services to citizens by maintaining the efficiency and accuracy, and to strengthen the relationship between government and citizens who are using the technology. 
• Government 2 Employee (G2E)- This type relates the transaction between the government and their employees for providing the better governance in their services.
• Government 2 Government (G2G)- This type of e-governance includes the transaction of services between Government to Citizens and vice-a-versa. G2G is also a broad subject matter, but all relate to how the services and representation are now delivered and how they are now being implemented.

E-Governance Best Practices-
The following are some the best practices which have been implemented in India for developing the good governance. Few of the practices include-
• Fast & Easy Services.

• Increased transparency.
• Reduced corruption.
• Increased efficiency due to connectivity.
• Tickets & Fines
• E-Voting.

Benefits of E-Governance
If governance is transformed to electronic mode, then it comprises of lots of benefits. Few benefits include-
• The first benefit is that e-governance is a way towards good governance.
• It will provide better access to information and quality services for citizens.
• It will also expand the reach of governance to remote citizens.
• E-governance will make the governance as SMART governance by adding simplicity, moral, accountable, responsive and transparent traits in the traditional governance.

National E-Governance Plan (NeGP)-
It is an initiative taken by the government of India to make all government services available to the citizens of India via electronic media. NeGP was formulated by the Department of Electronics and Information Technology (DeitY) and Department of Administrative Reforms and Public Grievances (DARPG) government of India. The Government approved the National e-governance Plan, Consisting of various mission mode projects. Further these mission mode projects are categorized into three. First category is national, second category is state level and third is integrated mission mod project.
National Informatics Centre (NIC)
It was established in 1976. It is the premier science and technology organization of government of India in Informatics services and information and communication technology applications. It plays a very important role in handling e-governance websites and applications. All Indian government websites are developed and handled by NIC.

• Indian Railways- The official site with information on Trains, Fares and Availability is indianrail.gov.in. You may visit it for getting advantages on it.
• Ministry of Home affairs- It deals with internal security, demographics, promotes the official languages. The URL of the ministry of home affairs website is mha.nic.in.
• Educations and Research Network- This portal provides the information about state-of-the-art communication infrastructure and services to academic and research institutions, government organizations, NGO’s, private sector research and development organizations, and various other non-commercial organizations. The website url is els.ernet.in.
• Reserve Bank of India- Monetary authority, regulator and supervisor of the financial system, manager of exchange control and issuer of the national currency. The website URL is rbi.org.in.
• Ministry of Company Affairs: Regulates companies, stocks and shares. Details of protection for investors. Policy and administration details. The website url is mca.gov.in.
• Income Tax Department- Tax law, rules, and notifications, Tax return and other forms available for download. The website URL is incometaxindia.gov.in.
• Union Public service Commission- Recruitment and examination schedules conducted by the organizations. The website URL is upsc.gov.in.
• National Portal of India- It is an official website which provides access to information and their services which are provided by the Government. The website URL is india.gov.in.

There are a lot of government services which are being provided to the citizens of India. The mode of service is now available in electronic form with the help of their websites. This is called as e-governance model of the service. Moreover, these services are also being offered by using small mobile based apps such as Android operating system supported apps, Apple I Phone supported apps etc. The concept of providing the service using mobile apps is now known as m-Governance where m stands for mobile.
